Isabella, 14, and Connor, 12, are said to be spending their Summer at a camp outside of Portland, Oregon for children of Scientology. It's like your basic camp, but they also learn Scientology coursework.

Seems the type to more readily admit to adopting non biologically related children than to admit that he needed scientific technology to reproduce.
Anyway, and not surprisingly, it's not unusual for adopted kids to quite often resemble their adoptive parents.
Adoption agencies try to match the physical looks of the children with parents as often as they can.
They compare features of both sets of parents, but also by submitted photos of grandparents, aunts, uncles, nieces, nephews, and anyone else in the family they are close with.
The agency then tries to match as closely the child with the parents. That way, at least that part of their lives, the inevitable "who do you look like?" question can be answered, or assumed.
I know families with both adopted kids and biological kids, and sometimes the adopted ones look more like mom and dad than the biologicals.
As to the surrogate thing, if that in fact did happen, with it being Hollywood, and all that goes along with THAT, both of them would have surfaced LONG before this.
And neither one has.
